In the realm of free MMORPGs, most of the time the versions you see released here in North America are far less advanced than you see with the Korean or the Japanese versions of the game. This even more plays into the hope vs. want factor, as a lot of the more indulged players knows what's going on in other versions of the game, so the instant the game goes down for a patch you have people trying to analyze what's going in by looking at the length of time the game is anticipated to be down for, scouring around for patch notes, "dedicated" communities pulling all-nighters for a late night patch in order to check out the new content first and hope that they aren't marred by a plethora of bugs, and then more often than not being disappointed that a major feature that's been implemented months ago overseas was not released here. In effect, that sometimes keeps the dedicated community playing, in hopes that this anticipated feature, area, or that new shiny set of level 9001 armor makes it into the game on the next patch.

The thing is though, if you make a game good enough, you can keep players hooked on it despite the setbacks. MapleStory believe it or not is a good example, which is five years into its North American release and is able to keep players in on it, despite the publisher's glaring faults and the game's critical issues (showing why an autoban should NEVER be implemented in an MMO) the hope keeps them there. Fortunately, I gave up on that hope many years ago and as I can see, the reasons as to why I quit "America's most popular free MMO" are still there today.

There are some games like this that thrive on that model. Other games like DOMO don't need that hype to thrive, and is blessed with what is, for the most part, a friendly and usually grateful community that is unlike any other that I've encountered on an MMO. It's a really rare sight, and when it comes down to it something like that can keep a game alive, even when development isn't going the way that they want.
