I dont think thats it illegal to use leashes on children, I have seen it done before (gotta love amusement park children, lol) but the invisible fence company says its illegal to use an invisible fence collar on children. I called and asked, and at first they asked me if I was serious and I said yes, I have a 11 and 14 year old family members that I cant keep in the yard and I thought there product would help. Then they told me that I cant use there product on small children, that its ludicrous and illegal (while they were trying not to laugh hysterically.) There, so the moral of this story is that its not OK to use a invisible fence on children but it is ok to use a dog chain. (I think)
P.S. though this story is based on actual events, no child was harmed, or chained in the yard in its making. So theres no need to call child services!!!
