The problem is that people pay more to have an advantage. Why would anyone make an uber gear set if they couldn't use it to their own advantage?
There's nothing wrong with paying to get an advantage, but prior to Lapisia, most of the advantages people could buy were temporary in nature. Lapisia are a permanent addition that never goes away. Remedies and most Nos vanish on death, enchants don't.
Everyone can get Lapisia, either directly or by reseller, but not all can get to the levels of enchant that are causing the issues simply due to budget constraints.
Unfortunately, there's no way to balance it now. If steps had been taken with the introduction of enchantment so that limitations were in place, either coded into the system from the start (item level X can only reach enchant [Y]) or limiting the levels GM Enchants could reach, then a form of balance could have been maintained. The 'richest' would still have gotten there the quickest, but eventually more would, and could, reach that level over time.
