Is that still true? I was hoping it would be like Knight's Vitality Control and work during combat.

It works very well in combat for me, too.
But currently playing LC.ger so maybe it's different in USA (but can't think of). However, the days where I played a rogue here are far far away so you should get a player who feels more comfortable with this version.

I really really hope its as you say. Really.
