It would be a good change in my opinion, increasing the range of most skills to 25/30m. While most classes are well balanced, the Punisher does have a few important weakness and thats one, since normally he can't give a big ammount of damage in time before he gets caught up by a meele character.
in PVE, before a monster get in melee range. i can only manage to cast 1 to 2 skill before getting smacked. un-buffed
if i start with the mighty impact, i can do at least 2 to 3 skills.
but for PVP, normally a SW will warp towards and stun combo me. at least if i'm lucky i can kill him.
a DE will rush and finish me off, without having a slight chance of winning against him, a class fit and the role of a tank verus a range'd dps is totally stupid unless u can hit n run.
a WH will use the pulling skill of 18m and kill me off instantly.
i dont see anyway of surviving these for a few seconds, not tanking them but for the team member to help or assist me. unless u'r a 4k hp PUN then i think u might live a little longer.
it's stupid to fight on par with SE range of 20m where they can spam their skills faster.
