Bought AP doesn't get refunded. If your order didn't go through, you can take back the order depending on the payment method, but this is done through the payment service and not through Aeria. AP suspension =/= order didn't go through though.
AP suspension doesn't mean you didn't get the AP. You bought and acquired the AP, you just can't spend it or buy more while your AP is suspended. Once Billing had a look at your ticket and resolved the issue for you, the suspension will be lifted and you can spend the AP you already bought.
