I was just curious if the developers team was aware that the random encounters during story mode has been deactivated since the succubus came out. We are unable to fight random bosses such as Fianna the Swift, Tabia the Red, and others like we used to. Can you please re-activate random battles so that we may continue to level as normal? Thank you.

They are not "entirely" de-activated. You can still find random encounters if you're already in a Ruby Brawl.

It appears that the Ruby encounters "overwrite" the random encounters, so by Pillaging while you're already in one will allow you to get random encounters again.

Is this the way it was intended to be, or is this a temporary error? During the Rosa event, we were able to encounter random bosses before and during the time Rosa appeared.

I don't know for sure, but considering the fact that it changed without an announcement, I'm assuming it's a temporary error.
