Once you get to about level 21/22 you recieve a quest that rewards you with 5k SC (StarCoins-AP)

The SC are used as the currency to make a wish, just click on the button in the lower right of the screen, select which type of wish you want to make and then pick how many wishes.

yes i know this but you didn't answer me correctly what i'm asking about is the requirements on how to make a lunar or heaven wish.

The only requirements are having sufficient Star Coins (except for the wish that requires level 40+). At release, you should be able to buy Star Coins at level 1 and spam wishes if you choose to.

Lunar Wish at Lv 48, it cost 900 SC each round.

and the heaven wishes, i don't remember at which level, but if i recall correctly, at 20-22ish when you get the 5k sc, you should only have comet ennabled from what I remember, but I don't remember what / level triggers heaven, it around 30ish if i recall correctly though.
A bit vague I know but i have an alt ( 24 ) with just comet and a 'main' upper 30's and used heaven around lower 30's. correct if exact level known plox
