Linda is a peculiar exception in being a 4* card, as you have noticed with her max level of 30. However, I just tested and used her as a jewel pirate; she has a base experience value of 300, which is equivalent to the base experience values of other non-pixie 4* pirates. She is probably intended to be 4*, despite having a max level of only 30.
