Nostrums have the biggest effect in 1-15, they decrease slightly in 30, and have little-to-no effect in end-game pvp. It's been that way, and will remain that way.
If we can have no-noss in 30, why have it in 15? Make the builds more sensible!
Full str + Conc + KO is boring as all Hard to play. Make builds that actually have some variance, that's what 1-15 used to be about... Dex/Str hunts vs luc hunts vs full dex hunts (just debilitation skills)... vs dex/rec tanks, vs rec tanks, vs str/dex melee... etc.
Now it's: STR + Conc + KO or you won't deal enough damage fast enough. High dex is meaningless, and high-rec is basically nullified when str gives 1.2 dmg and rec gives 1 defense... so str+KO = no tanks, no variance...
