Is it easier to enchant from 123%-150% by using low lvl mats like: Tin, DarkSteel, BlackSteel on Super Protection Charm?

If so, is that the best way to enchant?

you can only use goe to enchant after 120%. I usually just use sbs and pc until the item hits 132-135% then use spc the rest of the way.
