how do i trigger this? i finished all my quests and this appears to be the next one. it says talk to romas (mayor of baston town) but he doesn't have a quest to give me. do i need to hit a certain level? (level 32?)

If you've already received the quest than you shouldn't need to level. Try abandoning quest and re-taking and see if that fixes the issue.

the problem is i can't accept the quest because romas won't give it.

The problem is, he never "received" this quest; the quest log only tells him to find Romas to get the quest, and TC stated that he cannot.

Yeah, TC, you'd have to hit lv32 to get that quest. ...I know, I kinda wished it mentioned a level requirement somewhere.
