I tried to scramble and see what I can dig through...
Initial DWO GS from other AGE games:

DWO GS December 2010
DWO GS April 2011 (No Re-Apply)
DWO GS July 2011

March 2012 was the last GS Application Round for DWO... I do seriously think that some older games may have this similar gap... or even longer... even. (This mostly depend on specific-game GM in general, on whether to let the GS Application run for that game or not)
DWO client files are surely not missing... (In fact, client files are really matching to that of JP version...) However, there are errors that can possibly generate errors due to either mis-assigned items or does-not-exist files in server-side... in which we don't know about anything that server-side related.
Non-schedule Showdown is most likely to be something wrong with the event scheduler... in which there can be out-of-sync somewhere. (Remember when SD run at midnight EST somehow? Or when there was confusion between EST (server time) vs. PST (AGE HQ time)?)
I was compare Shaiya to DWO mainly in-term of forum clean out... You can see that they always constantly keep the forum un-pin when the event is done and pin when event is on. Unlike here where we can still see mid-December 2012 tier spending still being pinned. Of course, the state of games are going to be different. It's 2 entirely different games. (and I checked around feedback there... Shaiya also has fair share of frustration, but in different aspects... (Different game type, different problems))
No new GS apps are necessary unless current GS have to do the same process as well as this will eliminate the inactive tards.
It had been done... Only the GS Application in April 2011 was the only one that all current DWO GS were no needed to re-apply...
Refer to the above comment... What I meant on my "almost a year" comment is that, the current DWO GS team, is lasted for almost a year. Of course, not everyone in this team has been in GS program for equal amount of time... myself had been DWO GS since December 2010, for example.
Some even had been GS for 5+ years, but in different games over the course of those time...
Do note though... This is possibly one of the few games that does not have the [GS] tag on character name to standout like in other games. There is both good and bad sides on this... however.
