Try the following:
Right Click and do Run as Administrator.

Or go on Safe Mode and Install from there. After installing, you will need to update game so, run game still in safe mode

I played on windows XP for 2 years, never had a single issue so I doubt that's the problem.

Also I remember when I downloaded DWO the first time I had to turn off my antivirus ._. and sometimes when there is updates i have to turn it off too or the loding files are going to reset and start downloading again over and over and over.

also check if your computer is compatible
