I went to Shu with an alt with 0 commerce and did the same in Wei. Guess what? The prices are the same and the taxes are also the same, nothing changed. When I checked the list of domestic skills, Shu pwns Wei in many stats, except for Military and Distribution. That's funny... Wei won two scenarios and has so many cities, even if you sum Wu and Shu's. Oh well.
What does Shu have in their hands? A country, the world or a city? Cuz you can clearly see in the map who has more territories. Cuz in practical terms it's nonsense having 1 city that pwns the overall of the ones in Wei. Tell me I saw it wrong, please.

Basically, having cities is more of a faction wide effect. Also, the diagram in statistics shows what each domestic skill does. If a faction has no cities anymore, they lose all their force domestic points, which in turn affects what we can get from the field as well as the stipend paid every week.
There are more to read there as well. Another thing to note is that we won from wei to regain our independence. I'm not sure how this works, but we won and somehow have gotten a cut of wei's domestic force points.
Another thing to consider is your own personal domestic skill values. As detailed in statistics, you gain several benefits from gaining more levels in every domestic skill. These benefits only affect you, not the others.
However, the benefits don't stack up very fast. So, welcome to DWO, the game that hates your spare time. It's either only this game, or nothing. Enjoy your stay.
