If you have used Paypal recurring already and cancelled it, you cannot use it again. It is not for one time use, but to set up a month by month AP recharge for you.
You may only use Paypal express or the regular Paypal, not the recurring.
To reuse the recurring, you will need to send an RT into billing to ask them remove the restriction. But be forewarned, it can be seen as billing fraud if one perpetually uses recurring once, then cancels it repeatedly.
