Yes, if it activates, it makes your pirates weaker.

Of course, the pirates with bad skills are often pretty ridiculous stat-wise.

Water Bearer Livonah is 8275 max ATK at 24 cost, max level 45. If that isn't crazy then I don't know what is.

Holyn has a whopping max DEF 5387 for being only 11 cost with max level 45. It's pretty good if I say so myself.
