I believe this applies to all cards PaySafeCard or not.
Q: Why has my credit card gift card (example: Visa Gift Card) declined but I was charged $0.99/$1?
A: The $0.99/$1 charge you see is called an authorization. Authorizations are not actual charges but temporary holds placed on a credit card to insure it's a valid card.
Authorization are common for gift card and prepaid credit card purchases, so always make sure that you have at least $1 over the amount you are trying to buy or your purchase may be declined because of insufficient funds.
Example:
A Visa Gift Card of $50 will only be able to purchase for our $30 or below option since the card will be charged $30 PLUS the $1. If a purchase of $50 is attempted, the purchase will not go through since the card will be charged the $50 PLUS the $1 authorization for a total of $51. The $51 will no go through since the card has only $50 on it.
