i think it was brought up previously.
if u qualify for tier 4..u must select from tier 4, ie in the case, rank 4 cape.

difference is in the stats.
r1 cape = +1 to stats.
r2 = +2 and so on.

All what you have to do is to buy a dial up it will give you a boost just like superman's cape
You will be able to fly and also having an extremely high defense that you won't feel fire, vorpal, lighting, wind and ice damage !
