I'm trying to get 100% on my scribe achievement but I have so far been unable to initiate any of the quest lines in the other races' starting areas. How do I start the quests if no NPCs in the zone issue them?

You mean you're trying to do main quests from other races' start areas? O.o

The only quests you can initiate if you are of a different race (in another's starting area) is the book quest(s) from the general merchant. Other than that, if you are trying to get fame there or something from the fame chest, you'll need to make an alternate character to build up fame and buy the items for your archive.
