Try this, instead:
+17 and +19 for bosses like:
Death Knight, GRD, Kami, Barren, Darkmind, Erratic, GGD, Ilude, Darkmind Terrain, Stray Dragons, Tion & Nathan, Croythe, Oranthes, Botis & Fluton.
+21 and +23 for bosses like:
Gen, Karr, all three Conoctances, both Master of Fanatics, Ghusgo, Meque, Colinca, both Regens, Basula, Toffse, Joshe, the big monkey, all three door guards for Compra and Compra and his 4 monkeys aswell, Hackboss, all three Norg brothers and Ramslo.
I would like a set-up like that very much. Would also give lower leveled players the chance to get rich instantly. Imagine being level 55 something and dropping a +19 which you can sell to a stingy level 160 player that has billions.
+25 through +28 MS can remain "novelty" items only acquired through AP sales. I'm fine with that. Elite players van still get their pro gear and pay heavily for them. Not everyone needs +28 gear, anyways. And MS all the way through +23 being dropable would mean the economy scales will get tipped a bit in favour of the non AP buying players, yet there would still be a run on +25-28s by AP buyers which would be gotten through tiers like they are now. :]
I don't think that higher levels camping spots would be a problem, especially if MSes wouldn't be dropable if the mobs are blue.
I think this would work very well, actually.
