You need to upload your file onto an image hosting site, such as imageshack, photobucket, or tinypic.
Then you get the link to the picture after it is hosted on a website, and put that link between [img] [/img]
Ex: This is the link to a picture: http://img.photobucket.com/albums/v614/AnimeAngel93/anime/Death.jpg This is the format of how to display that in forums:

The uploading-the-picture-to-an-image-hosting-site thing applies whenever you want to share a picture that is located on your computer over the internet.
Copying the address of the file's location on your computer does nothing, as no one else has access to your computer.
You have to upload the image online and then share the link to that uploaded image.
