I have met all the requirements for recruiting Phantom Archers and it still isn't showing as a recruitable unit, the same is happening for several others.

If this issue is happening for several others please post it in the report bugs thread (if you havent already, if you have please ignore what i just stated). Also sending in a ticket may help to be useful in these situations. Please try to include as much information about what is going on with screenshots etc if possible.
