hello i got a character , a warrior one,i leveled up till 30 but now i can't change class i got

someting with class specialization and is checked
a quest for PC
and a quest from the book lvl 31
i go speach with class master and he just tell me tht i need to be lvl 30 to change class
what should i do ??
plss help me....
