So here's a thing > sometimes when i kill players from other factions im getting CP, and sometimes not. Do they need to have lvl which is close to mine or something ... ?
Or this CP gaining works only on battlegrounds ?

cp is counted every few kills

You can get CP everywhere not only at war.
You get CP when You kill some1 but when You again kill same enemy You won't get CP that fast, because it takes some time before You will get CP from him again.

yes, as he said. if you kill 1 ppl and get hes CP, next time you can get hes cp is after 10mins. and if your g12 you can get CP only from ppl that are 10lvl belove you and all lvl above yours.

at a certain amount of lvl of your enemy is when you can get cp. if youre g12, you cant get cp from a lvl m1 char. or even m33. i think you can get cp from enemys that are lower than 9 or 10 lvls under you. like im a g12, i kill a g2 i get cp. i kill a g1 or under, i dont get cp. also if youre not at max lvl, you can get cp from anyone thats a higher lvl than you. like m27 killing a m33 or even a g5 or so. also if you kill the enemy again that you got cp from, you have to wait 10 mins in order to get cp from them again by killing them. hope this helps.
