Sorry for the late reply, but if anyone else is having trouble with this, then try a different payment method. Credit card issues can be a number of causes including lack of funds, simple mistyping information, it's already connected to a paypal / google checkout account, and other credit card issues.
If you tried everything including using a different payment option, then send a ticket to billing
here with any screenshots of errors and they may be able to help you.
