Now I'm not Korean, unfortunately, and I haven't played the Korean CB's of Dragon Knights but thank to Google translate and a bit of reading between the lines I believe this is how the elections, titles and political system will work in DK upon release as a rough idea.

Right lets get started, currently there is 18 titles up for grabs with Emperor and Pope being the highest ( as we already know).
Titles
1) Emperor -
Restricted to Warrior Class
The method of electing: There are 4 candidates of the title "Duke" for this 1 position of "Emperor" and the emperor is elected, from the pool of candidates, by a vote from the 3 "Bishops".
2) Duke -
Restricted to Warrior Class
The method of electing: To become a "Duke" there is no formal voting needed all one needs to do is conquer, as a guild, and hold 1 of the four castle dukedoms with which the guild-master becomes a "Duke". As seen in the world map below:

3) Earl -
Restricted to Warrior Class
The method of electing: To become an Earl the guild-master of the current guild holding 1 of the four castle dukedoms must appoint you as Earl (Maximum of 1 Earl per castle).
4) Knights of the Emperor -
Any Class
The method of electing: "Knights of the Emperor" are appointed by the "Emperor" (12 Warriors/ 4 Wizards - could be either or both combined not sure).
5) Knights of the Duke -
Any Class
The method of electing: "Knights of the Duke" are appointed by the "Duke" (9 Warriors/ 3 Wizards - could be either or both combined not sure).
6) Knights of the Earl -
Any Class
The method of electing: "Knights of the Earl" are appointed by the "Earl" (6 Warriors/ 2 Wizards - could be either or both combined not sure).
7) Pope -
Restricted to Paladin Class
The method of electing: One of the 15 Candidates of the title "Cardinal" are elected to this one position (Not sure if its a public vote in or by a Cardinal majority vote in to become "Pope").
Bishop -
Restricted to Paladin Class
The method of electing: "Bishops" are appointed by the "Pope" to one of the three churches (not sure if that's from the pool of cardinals or not).
9) Cardinal -
Restricted to Paladin Class
The method of electing: To become a "Cardinal" one must achieve a rank of 15 in the Paladin class (from reading into it further I believe you put yourself forward on a first come first serve basis (might be restrictions on how often) during times of election if interested).
10) Knights of he Pope -
Any Class
The method of electing: "Knights of the ope" are appointed by the "Pope" (15 Warriors/ 5 Wizards - could be either or both combined not sure).
As for the other 8 Titles the details are a bit vague and I believe they are for the up-coming patch in the Korean version. But, and please don't be dis-heartened Warlocks and Sorceresses, the other 8 titles are basically all for the Warlock and Sorceress classes.
Powers and Benefits
Emperor
- First you have something called a "Random Turn" - now I have no idea what this is but hopefully it doesn't mean the Emperor's going mad or having a paddy lol!
- As mentioned above you have your own personal guard to protect you with which you can appoint and dismiss people at will.
- Something called a "Duke Scandal" which I can only imagine aids you in beating the competition by making a rival "Duke" less favorable and increasing your chances on being re-elected as "Emperor".
- Oh and Finally! The most obvious one you have the title of "Emperor" and who wouldn't want that

Duke
- Once again something called a "Random Turn".
- Tax Collection.
- Own personal body guards.
- A Candidate to become "Emperor".
- "Appoint Earl" and "Earl Scandal"
Earl
- "Random Turn".
- Own personal body guards.
- Tax Collection.
Bishop
- "Random Turn".
- Tax Collection.
- Emperor election vote.
Cardinal
- "Random Turn"
- Papal Candidate.
- The "Pope" election voting.
Pope
- "Random Turn"
- Own personal body guards.
- Can appoint 3 "Bishops".
- "Emperor Excommunication".
Now not sure if by "Scandal" it means "Excommunication" but further down it says a "Pope" Can excommunicate the "Emperor" and his knights for 3 days and can use this ability 3 times, unless re-elected.
The same goes with the "Emperor" they can excommunicate a "Duke" and his knights for 3 days and use this ability up to 3 times, unless re-elected.
The same also goes for the "Duke", they can excommunicate their "Earl"and their knights for 3 days and can only use the ability 2 times.
Now I'm assuming this all gives the player the ability to fight to become "Emperor" if your a "Duke" or a perfect excuse to become a new "Duke" by taking over the current emperor's dukedom and castle to spark new elections, get rid of your "Earl" for a new one if your a "Duke" or possibly become a "Duke" if your an "Earl" and beat the current "Duke" (in home guild war struggle for power).

That all said I can quickly imagine that this system, as interesting and as unique as it is, can be quickly taken advantage of by a very well positioned, powerful and organized alliance of say about 4-5 guilds switching between who's Emperor and who's Pope this time around.
But you never know which way the wind will blow and who's suddenly gonna pull a dagger out to stab you in the back as nothing is safe or sure in the "Game of Thrones"
