Basically, its Rockstar's way of handling hackers. If you get caught, your placed in the cheaters pool, which is a special server group for cheaters/glitchers/hackers only. I think Aeria could somewhat implement a variant of this to SF, and if this happens, I think we could see less hackers in every match, as they would be playing against another hacker in their own cheater pool.
Now, this does have a couple of bad sights that could happen, such as legitimate players being placed into the cheater pool. It really isn't that much of a problem, as you would just have to send in a ticket explaining that you were falsely placed into the cheater pool, and from there, it should go as smoothly as planned.
