Ive seen people buy construction orders and such with glory points. just wondering how its done?

If you are in an alliance, open your Alliance Window, go to the "Found..." tab, and then proceed to the Alliance Store. It appears like the Market you build in your city. Alliances can stock stores with items, such as Construction Orders, Advanced Moving Signets, and Lucky Cards.

Vamp is correct. Your alliance will have to have enough funds in order to stock the store with items for everyone to buy. That is why doing alliance quest is so important, otherewise there is no alliance funds to do this.

When you are in the store you can single-click on an item and it will buy and send to your bag.
