1. Just because you ask for something, doesn't mean you'll get it.
2. Just because you ask for something, doesn't mean that it is any way a sensible suggestion.
3. Just because you would dearly love for the most desirable items in game to be made available 24/7, every day of the week, doesn't mean it's going to happen.
If you don't want to be disappointed, don't ask for ridiculous things. They're not going to put the high level SKBs permanently in item mall when these form a major part of their other promotional initiatives, in particular tiered spenders. They are not going to put the rare costume items in there permanently for the same reason. In fact, same for the MFIs, high level enchants and blessed clovers. Anything that appears routinely in every single tier spender is not going to be offered up to the masses to purchase whenever they want and whilst it might have been pleasant wishful thinking to ask for it, getting annoyed because it didn't happen is just naive.
