What about a Territory War with no goals, always on and without faction? You enter and beat the crap of whoever you meet.
Starting plaza are safe place, and instead of three teleport spots (where people would ambush you as soon as you arrive), dozens of random teleport spots over a large area.

From a different thread. Adding:
Aeria could even put the Territory Wars seller here, sure to sink some gold on items that can't be used outside of the "arena". Everyone wins.
