Question about burning cities mechanic?

I would like to know more about it since something curious happened.
A friend of mine started a fire [1 hour] and some other friends and me used 26 fuel tanks but it wasn't enought to destroy it even if there was only 1 extinguisher. at the end of the fire we only did like 75/1000 damage, how many fuel tanks are needed to completely destroy a castle? if the castle is not completely destroyed what penalties occur?

It really depends on If the city has already been burned or just starting to burn. Either way you must start off with the Max 12 hour burn. This will take out most lower pop citys and for 1-2k pop citys you need 70 to burn for 12 hours and you need to add maybe 30 to 60 more. The more you add the faster it will burn also. Goal is to get the dmg to reach 1000 then it turns to dust.

We put 300 extinguishers on a city that only had the 12 hour burn time and no extra fuel tanks. There is more to this calculation than can be seen on the surface. The city was garrisoned by 120k enemy deffensive troops, which I think made a difference somehow.
