Depending on what gear you can afford, 60+ gear gives quite a bit of LUC anyways. If you can afford level 7's (sounds like you can), then linking that in your Top/Pants/Boots/Weapon (they can't go in Gloves) that would give you 200 LUC. With your gear, accessories, etc., depending on what gear you acctually have, you may be pushing 475 LUC (or 500, if you prefer) already. You won't need many in your build. If you're ABSOLUTELY not linking defense/HP/absorption at all, then you can put a Fortune 6 in each piece as well, another 120 LUC. You'd definitely have plenty then. This is just an example -- I'd recomend putting Assault over Fortune in a weapon, but trying to make you see you don't really need LUC in your build.
Staff vs. Dagger? Well, as long as you plan on going all the way to 70 and not stopping before then for 1-15, 20-30, or Goddess PvP, then I suggest Staves for a mage. The 63, 69, and 70 staves have much more base attack then their 62, 68, and 70 dagger counterparts, in addition to being able to be full INT (50) instead of "mostly INT" (30) on daggers. Try to link a swift if you can afford it, but if not, at least a flash. (In fact, if you can afford swift lapis, I suggest staves for 20-30 and Goddess PvP as well.)
As far as defense/HP is concerned...I personally play a BP, and I link some defense. HP is too expensive for me, but I link INT/REC/Absorption primarily, and then a little bit of WIS too and LUC. I'm full INT, but that little bit of extra REC/Absorption from my gear makes me a bit less squishy in PvE, capable of tanking and soloing to farm. Without just a little, you may not even be able to duo OI with a priest, which would just be sad. In PvP, it won't make much of a differnece unless you were quite a bit richer than me (with Life 7's in every piece, and armor enchant to like +) but I CAN kill a few weaker 70's in PvP 1-on-1.
