Spiders in Merac would be great. Stone Statues outside of each, or a select few(more than one) towns might be a great idea. And running Creature Carnival more often would also be great, if it's adjusted and tweaked a bit more.
With CC, the mob densities need to be a lot larger, or have them set so they all respawn. It's too easy for people to clear them out when they're only spawned once. And, why just limit the increased mobs to Wafe Leaders? Why not increase all types of the Wafes? Why not select a half dozen or so other mobs to increase, as well? Increasing the densities of many of the aggro mob opportunities out there would really help the P2's. I'm sure many of us could make a few suggestions there to try if it's possible.
How about the option of maybe having some pet events set up with an additional perk where the P1's and P2's don't starve as quickly as they normally would?
And, more importantly, how about looking into the option of having incentives for parties when using pets? Pet xp bonuses and affinity bonuses when partied would be a nice way to try to bring back at least some reason to party in LC.

you're asking for development changes....not event ideas...well they are event ideas, but they require developers to step in , awesome ideas, but not possible on the standard event table
Wafe Leaders are generally used because when they die they spawn multiple wafe debirchs
Pets getting hungry, well there is no way to stop this, its a natural mechanical function that can't be controlled by an event
Now as far as mob variation and densities....GM could definitely use some of the lower level monster summon books instead of just spawning mobs...those books cause multiple monsters of types and various levels to spawn and last alot longer than Wafe Debirch replica's
