Well obviously a lvl19 noble can't be used in 1-15. At one point, before the guild patch, a lvl13 slotted was almost impossible to find. I saw a couple people back then offering 10m+ for one. Now they can be bought from a certain armor merchant in the guild house, explaining why you now see them for sale fairly cheap.

so sins get a noble reverse sword before lvl 15. Does this mean that I should be using the lvl 13 reverse sword and not the lvl 8 claws for PvE and PvP ??

#3 if you dont talk to slo before you talk to Sant you get a quest that gives you a noble leggings.
if you indeed talk to slo first you get the weapons
