What they were doing is incredibly immature, but it's debatable whether it's actually illegal as they weren't doing anything other than following you.
It could fall under the category of harassment, but I'm not sure.

The best thing you can do is to send a ticket to the GM's using the "Contact Us" link at the bottom of every page.

that happened to me before cudnt be bothered reporting coz it was absolutely hilarious and when i remember i still laugh

so what if they follow they must have been bord or something or just been damm right annoying but cudnt care loss i kept on what i was doing and they eventually got bord and decided to help me do the quests so it was worth notpaying ny attention to them coz they will eventually help u so u gain and they lose
