Simple, the items already exist in the game in limited quantities. All from the UIP from what I understand. Releasing more of them is the same as the Legends. Both should be increased in their availability both in the game and via AP.
The cost for AP items should be based on their potential. Dread costs X, LEgend costs 2X for example. Or limited numbers of Legend, unlimited for Dread?
In game should drop more. I like the idea of a new pvp boss with say a 15% of a dread item, and a 1% chance of a Legend. High spawn rate, random spawn location, high enough HP to make it hard for anyone to kill. Win win on all cases, more pvp, more gear, more reason to go.
