To be honest, as much as I severely agree with you, there's one
little problem...
This could be KOEI's fault, natively.
Going back on some research I did a while back (using memory as a reference as I do not have immediate access to either game as I write this)...

EDIT: Okay, going off of legendaryhero90's guide here for using the Japan Webmoney route, it costs 3350 yen to get 3000 Webmoney points (equating to about 1150 Musou Coins if legendaryhero90's guide is still accurate, and those Webmoney points can be bought via PayPal), which costs about $39.86 USD. You can't buy $40 worth of Aeria Points directly, but going $30/$10, you will have a grand total of about 4200 AP (using the Credit Card (PayPal) method).

Now, the yen equivalent actually dropped $0.03 since then (and due to the bonus cash thing, the total AP value jumps to 4370), but that's not the important thing.
Assuming that this information is still mostly up-to-date (can't be bothered to check WebMoney right now and not having immediate access to either server), this is how it's going to look. I can't remember the price for a hair change on JP, but it's either 200 or 300 Musou Coins. For us, a hair change is 1050 AP.
Now 1050/4200 is 25% straight (24.02% if you go by the bonus cash sale at 1050/4370 (24.03% rounded)), whereas it comes down to either 200/1150 (17.39%) or 300/1150 (26.09% when rounded). If the 300 MC rate is correct (which, based on the ratios, I suspect it is), then we've technically got it cheaper than Japan, and the chances that prices on beautician operations will decrease shrinks substantially as a result.
EDIT: Forgot to put the percentile for the bonus cash AP value.
