During events like showdowns and campaigns, I have gone into bases to take them and saw others standing around outside of the base, swoop in and fell the final blow, only to get credited for it without doing any of the actual work itself.
Try this on for size. The same software that is used to take polls, can be used with a little adapting, to count the blows coming from who entered the base, and did the actual work, vs., someone swooping in, and landing only one blow, and give the credit to the one with the majority of blows. Can make allowances if the one who did most of the work is retired, and someone else finished it off, then they get the credit.
Also to deter this stealing of credit, send warnings to those who do this on a regular bases, and after say fifth warning, set automatic block from entering anymore showdowns or campaigns, for that day or evening.
I'm sure others that have had this sort of thing happening to them will welcome anything to slow or stop this stealing of honor points.
And if two or more are cooperating in taking a base or killing an enemy officer, just credit the teams force, and give credit for team play. Like maybe a gem for a reward, if that faction wins the fight. Would definitely increase more team playing, vs. solo entities running around the battle field.
