The game features very low fps with amd radeon graphics card, I have the latest video drivers installed to date, an AMD FX 8350 at 4.2 GHz and 16 GB of RAM to 1600 mhz. In other online games that ask many more requirements going to 60 fps in the least but not enough to give the 40 fps and sometimes not the 20 or 25.

Sadly, this is a game wide issue. Some people have Low FPS some don't. It's something the Devs need to fix. There's not much you can do.
