They do exist, as far as I know, in the hands of a few people. They do not drop, nor can they be bought from the item mall, though, so the only way to get them is by purchasing from a player who still has them.
Regardless, you'll get better response if you post in the Shaiya section of the forums, rather than here in Rants and Raves.
