General Error ERROR CODE: -901

i get this wen i buy AP does someone know what this means and i dont know mayby a way to fix this error :/

What's the method of payment you using and how much AP's are you trying to buy?

paypal and 30 euro . i have 36 euro on that card

yesterday but i am not a new buyer :/
