Aeria is either holding back or still working on accessibility (obtaining) these gears. I am glad that that they haven't released 80's gears...bad bad bad for the economy.

there is a dungeon, canyon of greed, that permits you to quest for the gear...however it takes 1140 tokens to get a set of 80 gear, and the tokens are farm-able at a rate of maybe 3 per day if you farm full time and get lucky. (3 per day because drops need to be divided among a full party or more, and you need the right one of the 4 types that drop)
