I never have R2 orbs available on merchant for me, but my friend with 100+ domestic stats always has those, and thus I always buy R2 orbs that I need from him via broker as the result (he would still make profit even if someone buy it first).

From what i know...
+70 Commerce force out R1 orbs and some other weapon with abit more/less quality to be avaible in merchant, even if your faction doesn't have any cities.
+90 Commerce force out ALL ITEMS that merchant can sold in the game, even if your faction also is city-less.

I have less than 40-45 commerce (I think), and yet I can get all r2 orbs, and other r2 items from the Merchant. Especially around campaign times, when the the market NPC's are in the various plaza's.
I don't think it has anything to do with the specific amount of Commerce that an individual has.

well, as far as I know Commerce only affects the price of the items of the merchant, for example with my alt (no domestic stats) a Blizzard orb is 800Gold and with my main (40 in commerce I think) is 609Gold

+ I think is like someone said, is a cycle, 2 weeks ago I needed blizzards and there wasn't any for sale, I thought it was because we lost the cp but no, in wei there wasn't blizzards for sell as well, so my cp theory was wrong xD
