I have less than 40-45 commerce (I think), and yet I can get all r2 orbs, and other r2 items from the Merchant. Especially around campaign times, when the the market NPC's are in the various plaza's.
I don't think it has anything to do with the specific amount of Commerce that an individual has.

well, as far as I know Commerce only affects the price of the items of the merchant, for example with my alt (no domestic stats) a Blizzard orb is 800Gold and with my main (40 in commerce I think) is 609Gold

Personal: Reduces the price of items from the merchant by a small percentage.

Force: Affects the availability of items at merchant.

+ I think is like someone said, is a cycle, 2 weeks ago I needed blizzards and there wasn't any for sale, I thought it was because we lost the cp but no, in wei there wasn't blizzards for sell as well, so my cp theory was wrong xD

At Commerce LEVEL 50 I reicieved the ability to buy r2 orbs ON EVERY OTHER WEEK and r1 orbs EVERYWEEK. I know for a fact that b4 i got to 50 i could not. atm i have 51 commerce

I've got roughly 25 commerce, I also get them every other week. It's the force commerce, not personal, also as I said, they go in cycles.
