I got the exp meter to 100% then i clicked apply to pet but the pet didn't recieve any exp at all.

First off, it is not necessary to get the exp meter of you maxie that high if you just want to lvl your pet. Depending on your maxie's and your lvl, the maxie needs less than 5%.
Now to your problem: Did you make sure that both pets had enough food & sympathy before using the maxie?
Example: My lvl is 175, my maxie is lvl 120+ that means, that my maxie needs like 0.5% or less to lvl my other pets.
