As far as I know, Aeria EE is global, and doesn't have any IP / ISP restrictions.
It's probably a problem on your end, or your ISP's end, preventing you from being able to log in and play.
Anyway, make a post in EE's Technical Support help
section of the forums, including any information you can, as you're far more likely to find help posting over there than you are posting here.
Never-mind, looks like you already did. Like the GS in your thread suggested, send in an RT if you haven't already
Ticket responses usually take between 24-48+ hours, if you still haven't received a reply after anything longer than that, you can pass your RT number onto an Eden Eternal Gamesage and they'll forward it to a GM so it gets looked at sooner.
