I was in a dungeon on my magician today, and I was constantly running out of mana and no know else really was. They said that it's not good to level up your general skills to full, but leave them lower so your mana doesn't run out as fast.

Is this right? Shouldn't you upgrade the general skills and class skills that you use the most?

They're wrong, you're correct. You should indeed level skills under General that are important.

For a Mage, all the skills are useful except Dimensional Jump. That's just used to teleport around since Mages aren't exactly known to be Evasion-type classes.

As for the MP drain, that's pretty common. If you're going through MP fast, that tends to mean you're doing most of the damage.
You can get fashion that reduce MP consumption though. Having an Illusionist around helps too.

Magicians go through MP like crazy so you always have to have MP pots on hand, or a Illusionist in the party would help too.

When it comes to skills, lildeviruchi is pretty much spot on. I tend to just focus on Fire Bomb, Winter's Chill, and Magic Boost though since I always seem to be short on gold.
