I just finished calculating the other piece before reading your post.
(the other stats go up by .300 x growth for each point added, and attribute added gets full growth.)
Final Formulas, for those who like them:
Attack = (Level * Atk. Talent / 400) + (Strength * Growth) + (Vitality * Growth *.300) + (Intellect * Growth * .300)
Defense = (Level * Def. Talent / 400) + (Strength * Growth * .300) + (Vitality * Growth) + (Intellect * Growth * .300)
Government = (Level * Gov. Talent / 400) + (Strength * Growth *.300) + (Vitality * Growth *.300) + (Intellect * Growth)
Any partial stat isn't shown, even 60.95 will be shown as 60 on your screen. As CogitationS mentions on the main help document, "1000 points of attack or defense will add a 100% bonus to your unit's fighting capacity numbers." So this partial number doesn't get you much and won't affect battle outcome.
