yes, you need to create a new account....

Or you can choose a different server and start over.

To start over on the same server you would have to make a new account.

But you can also start over if you make a new character in a new server. You simply choose the server at that you wish to play on that you have not already made an character in, and you join it. It will take you to the beginning of the character process
