How many resource wilderness per city is the game supposed to spawn?
I played S1 some time ago and there it was constantly 3. Now im playing on S3 and there are no more than 2 for more than a day now.

as u have observed there r between 2-3 wilderness per town. so u might have to go hunting and steal some inactives wilderness too.
